According to Cal/OSHA Standard Title 8, Section 3220, all business, including public agencies, with more than 10 employees must have a written emergency action plan that is kept in the workplace, and is available to employees for review. Employers are required to train employees to assist in a safe and orderly evacuation of other employees, and to review the emergency action plan with each employee covered by the plan:
